FVA (Insured Vehicles Database)

Law No. 2016-1547 of November 18, 2016, will take effect on January 1, 2019 (reporting will be optional during a transitional period through 2021, and mandatory thereafter)

Project objective:

 – Combating the lack of insurance

– To facilitate investigations (in cases of hit-and-run accidents, theft, or trafficking).

Objective for the insurer:

 – Notify AGIRA (Association for the Management of Insurance Risk Information) within 72 hours, providing the following four pieces of information:

  • Insurance policy number
  • Registration number
  • Country of registration
  • Liability Insurance

– Have access to the technical data contained in the Vehicle Registration System (SIV)

Vehicles subject to registration with the FVA:Motor vehicles (VTM) normally parked on French territory and required to have liability insurance. A quick reminder: only liability insurance is mandatory; it covers property damage and bodily injury caused to a third party.

FVAFunding: SIVand Insurer

  • Buying a vehicle: new or used, abroad
  • Vehicle modifications: conversion, change of registration, other changes to the vehicle registration certificate
  • Contract amendments: termination for non-payment, suspension of the contract, change of insurer
  • Disposal / end of a vehicle's life: resale, scrapping, or damage

Structure of the FVA: –Ongoing contributions from insurers and the SIV

– Data management by AGIRA

– Use of the file:

  • Public inquiries regarding the prevention and enforcement of uninsured motorist laws: FGAO (Guarantee Fund for Compulsory Property Insurance), Law Enforcement Agencies
  • Survey conducted in a private setting: Insurers, brokers, and professional organizations.

 

The FVA compiles all vehicle registrations reported by insurers and the SIV and will enable the creation of the FVNA (register of uninsured vehicles)

No personally identifiable information about the driver or policyholder will be shared with the FVA.
